Use this practical checklist to assess a UAE temporary manpower provider's scope, deployment controls, supervision, continuity and commercial clarity.
Define the work before comparing providers
A request for a number of workers and a job title is rarely enough. Document the actual tasks, competence, location, duration, shift pattern, language needs, supervision, equipment, access conditions and expected service level.
Providers can then respond to the same requirement, making commercial and quality comparisons more reliable.
- Role outcomes and task boundaries
- Quantity, dates and shifts
- Site and safety prerequisites
- Supervisor and escalation model
Verify authority and delivery boundaries
Ask the provider to explain the legal and commercial basis for the service and which party owns employment, documentation, insurance, supervision and site obligations. Verify claims against current official sources or appropriate professional advice where required.
If another entity participates, require its role to be named. An unclear partner chain can create gaps when a worker is delayed, unsuitable or unavailable.
Assess mobilization and continuity controls
A credible proposal should describe how requirements are matched, documents are checked, workers are briefed, attendance is confirmed and issues are escalated. Ask what happens when volume changes or a replacement is needed.
For urgent requirements, distinguish realistic mobilization capacity from an unqualified promise. Lead time depends on the role, quantity, location and prerequisites.
- Readiness checklist
- Briefing and attendance evidence
- Named operational contact
- Replacement and continuity process
Compare total delivery value
Compare what is included in the rate, the assumptions behind overtime and transport, change rules, cancellation terms, reporting and issue resolution. The lowest headline rate can be more expensive if coordination and continuity are weak.
Use a small set of measurable outcomes such as attendance, punctuality, role fit, incident response and supervisor feedback to review performance.
